I've since bought a Surface Book 2 and can now provide the feedback I was seeking.

I can confidently say Resolume runs beautifully on it.

Adobe Premiere Pro CC 2019

When going to Export>Media, then in Export Settings column, in the Format drop down, DXV 3 used to be in there.

Avenue ran an update when I opened it. Since the update DXV 3 is no longer an option on the above.

A new update for Avenue just ran, and since then I have no longer been able to Export media as DXV from Premiere Pro CC.

Any ideas?
