Think price is quite high. Too much money for Ivy Bridge CPU and Geforce 7-series in time of Skylake and Broadwell-E and DDR4 and Geforce 9-series. And fast M2 ssd and so on and on.
Also, you can add not so much and get a Mac Pro trash bin.

If your computer can not provide enought bandwidth for capture cards (free pci-express lanes) your will expirience all sorts of troubles with puzzled and incoplete inputs detection and other glitches. Better to go to lga2011 PLATFORM, but ever there your must be precautious and prepared.

Linsn is upgrading its hardware. Maybe your card was a bit newer with incard edid done not so disastrous. I started to work with linsn long ago and went all circles of hell. My Gefen DVI detective died very shortly after purchase. Kramer and Startech works but i am not too happy with all three of them because they cannot force matrox tripple head to send signal to linsn sending cards.

Try to change videocard settings, disable triple buffering, turn off vsync.
Your XEON has internal graphics, compare results with different graphic cards - Nvidia vs Intel.
Your monitor can add delay if it has some post processing, try some basic cheap LCD.
