The issue was always drivers for me. Make sure everything (Windows and video drivers) are all up to date. If they are and you're still having issues, you may need to roll back drivers.

It's locked at 60 fps because that's what your monitor's refresh rate. If you'd have a 120 HZ monitor you'd see around 120 fps - at least in idle. I updated to the latest NVidea drivers and UNINSTALLED GeForce Experience (which is a POS anyway) and now it's locked at 60fps no matter what I do. Better than 20fps max.
