Screen space is always a problem for the clip layers. Sometimes a huge amount of space is wasted by a layer that doesn't change (eg a mask layer, colour filter or similar), changes infrequently, or changes in a way that you don't need to be able to see it. We chose to go with normalized 0...1 values, so that there is some form of structure. Once certain values are 0...1, but others are -1...1, and others are -16384...16384, you lose the overview really quickly.
