You have a point there, before I updated (downgraded) my drivers I was only getting 30FPS when on battery and 60FPS when plugged in - which indicates something to do with screen sync.
Hopping in to say I have the same problem, same video card, different laptop.

Was getting 120 frames a few weeks ago with 4 layers of HD content. Everything is DXV3. Now I'll get 60, and then when I go into advanced settings to set up my screen, it won't go above 30.
-turned off vsync, put arena in high performance mode
-right click started Arena with high performance gpu
-updated drivers
-rolled back drivers
-checked power settings
hell it even gets 30fps (after checking advanced options) with no clips selected and the test card on.

I have the problem with low fps in Minecraft. But I need the laptop for work (in Minecraft). So at the moment it's a big issue for me.
In windows go to your system settings -> Apps from there uninstall everything Nvidia reboot, then download the newest drivers and install them reboot again. Windows will supply default drivers at first but after the new install and reboot the newest drivers should be working.
