Low FPS even without any any output connected or content playing

I recently got hold of a HP OMEN 15 ce072tx laptop running windows 10. It has the NVIDIA GTX 1050 Ti. It does have optimus but all tests including the Resolume log file show that Resolume is using the NVIDIA and not the onboard graphics card. However whenever I turn on Resolume, even without playing any content or connecting to any external display I seem to have a fps around 28-30. I can't seem to figure out what could be the problem. I have had optimus enabled laptops in the past running windows 8 before where I didn't have any problems running Resolume.

Any guidance or help would be greatly appreciated!

Does it have the October creators update?

My windows 10 version is 1703. I searched online and found that the Fall Creators update is version 1709. So no i don't have the fall creators update yet.

What's your nvidia driver version, did you update it recently? The newest drivers aren't always the best ones.

The NVIDIA driver version is 387.92. It's what the laptop came installed with. I haven't updated anything yet. Also reading some other posts regarding the same topic, I noticed that turning V SYNC off gives way better frame rate (around 120 fps ) but also as a con gives rise to screen tearing .

If enabling VSync gives you 30 fps, it means your monitor is refreshing at 30Hz, or at least your driver thinks that it does.
