I've tried this at Windows XP SP3 / ATI HD 3600 Series as well as on Vista-32 / GeForce 8600GT. When I place the mouse cursor at the bottom of the layers panel, the double-arrow mouse symbol shows up, but I cannot re-size the panel (only a few pixels).
