FPS refer only to preview window?

I'm running Avenue on a machine with two video cards (Radeon 5750s). On my motherboard one of the PCI Express slots is 16x, the other is 8x. I've just started running the interface/preview off the slower 8x slot but have noticed a corresponding drop in frame rate in the preview window, from roughly 70 to 30 fps.

My question is, does the frame rate refer only to the fps of the preview window, not the main output(s)?

It's indeed the output fps, it's shown in the preview window because you don't want it in your output monitor.
Because your 8x speed card is used for the interface it's actually the card that is used by Avenue to do all the rendering, the other card just displays a copy of the render. The best thing is to set your best card to be the primary device.
