Output delay on different Video Cards

Output delay on different Video Cards

Hi everyone.
It feels like i am having bigger delay using RTX2060 card, than using GTX1080 (different systems). V sync is off.
Is it just my RTX system, of different videocards have different output delay?

How do you compare the delays exactly?
What's your reference?

Well, i cannot measure it correctly.
It is only my impressions with live input camera lip sync issues.
