midi layer moving

I have a problem when setting a midi key to move a layer up or down, and I've figured out exactly what it's doing. Let's say I make d#3 move active layer up - it moves it up on both the depression of the key, as well as the release, thus moving it two spaces - and at varying speeds depending how long you hold down key. This is fairly frustrating, and just wanted to make the bug known, or if anyone else had this problem.
