Edit Keyboard Not Working

Having this weird problem the edit keyboard option & edit MIDI option is not working when clicking by mouse, while using keyboard shortcut they pop up, & start to work; only by going by mouse nothing happens. anyone knows the solution, I'm on version 6.1.5 on intel based I7 Mac.
