Pixelate Effect

In light of my post yesterday about the
Polar Effect in Wire, I thought it would make sense to have a look if there are any other Wire effects that are not yet in Arena/Avenue. So here we have the Pixelate Effect. I added a little quantisation at the end of the chain, allowing you to degrade the color quality of the clip too.
Requires Resolume 7.21.3 or up.
