Hi all,
I having problem with capture card (Blackmagic Studio Decklink 4K), I running with 4x 4K output, when only play clip the fps still 60 but the problem when I play the capture card 4K@30Hz input, the fps drop down a lot, only around 30fps.
After that I changed to datapath capture card, the result still same.
My system is: 2 CPU Xeon Silver 4114, RAM: 48GB ECC main SuperMicro X11DPG-QT, 2 x RTX2080Ti
Have anyone experience it or same problem before and can fixed it already?

It's not dropping frames but lowering the framerate of Resolume to the framerate of your input device. Although it is surprising to you it is expected behaviour.
