Video Routing - Layersize

Hey Folks,
i have a question how the video router works.
my comp ist 3840x1080.
I use one layer for my video capture sources coming in at 1920x1080.
I set the size of the this layer at 1920x1080 cause I do not need it to be bigger.
When I use a video router on another layer with a size of 3840x1080 and set the source to be my layer with the video sources it works fine so far. the size of the video router ist 3840x1080. when I change the size of the video router the image is scaled.
it seams that, despite a set the layer size to 1920x1080 of the layer with the video sources the internal output of this layer still send its data in compsize of 3840x1080 and not the given layer size of 1920x1080.
hope you get what I was trying to say.
thanks in advance
