I had a very similar issue and chased my tail for 4 hours thinking it was updates or recent installs! I used to swear by the Studio Driver and now I am a Gaming Driver endorser

The layer panel should feature an Active Clip Dashboard Dial section that does just this. Separate from Layer Dashboard Dials. Didn't have the patience to wait for an answer on updates fixing the API processing..pulled the trigger on updating, back up to 14.2 from 13.2 and yes.. Rest API works without stuttering now
