I can confirm this. But I think this is a feature, not a bug. Actually there seem to be 4 modes. Like scale to ft height, fullscreen, letterbox, ??? - something like this. If your composition dimension is different to the clip (e.g. 16:10 vs 4:3) then you can experiment quite a bit

there is an option at layer level (a checkbox right next to the layer's width and height) once checked all clips of that layer are scaled to the composition size. But take care, this might has some strange side effects to clip/layer effects. (I prefer to scale my clips)
