Can't you set the Resolume output to Spout/Syphon and then just use OBS (Open Broadcast Studio) to send the RTSP stream? Am I misunderstanding the workflow?
You are talking about the oposite direction of streaming...The point was e.g. use of a wifi stream from a camera in a theatre and combine it ...

I tried it few days ago and it works perfectly with minimal latency (cca 150 ms). I used Wifi Webcam Forever sc-220 as a streamer and made a patch in TouchDesigner MovieStreamIn (with correct IP adress and stream name - in my case it was rtmp://192.168.0.1/MJPG) > SpoutOut...In resolume you just ...
