SOLVED!
Thank you Zoltan, this was it. While I had used the Nvidia control panel to force Resolume to use the 4060 GPU, when I went into Windows Graphics settings it still had Resolume using the on-board GPU. Changing that to the 4060 now allows me to run those effects with no frame rate drop ...

The GFX Card says "NVIDIA GeForce RTX 4060 Laptop GPU"
I will note that the "Renderer" says "Intel RaptorLake-S Mobile Graphics Controller". Is that something that can or should be changed?
