Perhaps I figured this out because the previous time I tried it I uploaded to google drive to transfer between computers.
I just did this again using a USB thumb drive and it seemed to have worked.
I still feel like I'm experiencing a lot of weird MIDI shortcut bugs - like they are not saving and ...

No I didn't edit them. I used the dropdown menu in the "shortcuts" tab to save my MIDI shortcuts as a preset.
I just wasn't sure how to transfer the preset file to my laptop so I used the "Show In Explorer" option in the dropdown menu and it sent me to a folder where my preset was saved as an .xml ...

I found a work around where I can stack the fx in one layer but I don't understand why whatever layer that has the fx on it seemingly has to be selected for the fx to be active?

I actually figured this out on from a different forum and it wasn't a Resolume issue:
1. With the Device plugged into the USB port bring up the latest M-Audio driver file 6_1_2 and click on it
2. Navigate to the UNINSTALL driver window and run this to remove existing driver

One thing I noticed is that the MIDI Sport drivers are x64... could it be that Resolume doesn't like x64 drivers?
