I've added an animated Bloom to a clip, but when I render to file the effect is not there.
I've done some tests, and it doesn't always happen when Bloom settings are different but in the particular case that I'm trying to render, the effect is NEVER there!
This is what my Bloom settings look like. The first frame of my clip is all white:
Yet when I render to file the effect is just not there as you can see on the screen grab from alley:

That's a very short clip, with a very short spike at the clip start, might be visible for less than a frame, at 24FPS, which your composition seems to be set to.
Have you tried rendering to DXV or with a longer fade between the envelope keyframes?

The frame rate is set to auto.
I managed to record it fine using the record feature but not render to file.

I've tried a similar setup, with a 2 beats long clip and very short spike in the envelope, it seems to reneder fine for me on my mac.
