SMPTE offset adjust -+ dragging non functional

SMPTE offset adjust -+ dragging does not work the same way as on other parameters, on my mac.
when I try to drag the buttons they just get released once mouse is not over them.

On another note, a button for grabbing the current timecode position for the offset could be useful.

Yes, the SMPTE Offset spinner doesn't work like the other spinners. The SMPTE spinner is a bit of a special case, because it has some magic juju going on behind the scenes to account for the math that comes with the different framerate options.

The current SMPTE implementation is really based on the idea of a clock that helps synchronise pre-rendered material externally. In these cases, offsets are agreed upon before show. They're not really something you're supposed to set on the fly.

Adding tools to let you work more creatively with this will be added once we get around to timelines and the like.
