Clean install, just kept up to date. If a windows update reinstalls some game I uninstall it with PowerShell. Only other software installed is creative cloud (which is not set to run with windows, and anything auto is turned off. Also have touch designer installed along with evga precision x. Upload...

What motherboard are you using? What is the card configuration in the PCIE slots? What kind of drives are you using? Is the BM card using a “shared” PCIE slot with the GPU? If you’re using multiple x16 slots it could be your GPU has been bumped down to x8.

Using 430.86 (latest driver grabbed by windows).
I've tried using the latest from Nvidia (431.60), with same results.

Strobe Effect has worked the way it did in v6 since v5. I always assumed it was an effect version of the stroboscope source/generator. attached a simple composition from v7
if you load the solids, layer 2 should be strobing from blue to alpha, but doesn't do anything.
if you turn the alpha up, you can see it start to strobe to black (which is expected)
